The rules governing copyright are determined by a variety of international treaties, the most important of which is the Berne Convention.
Berne Convention Status of Timor-Leste
Timor-Leste is not part of the Berne Convention, meaning the Intellectual Property Rights Office cannot provide any guarantees about the protection you may be able to claim for works created in Timor-Leste, either within Timor-Leste or in other countries. You may still register your work and may still benefit from doing so, but it is recommended that you consult an intellectual property lawyer familiar with the copyright law covering Timor-Leste for advice before doing so.
